Jay Smith

Jay Smith, M.S., C.S.C.S., U.S.A.W. is the founder of Integrated Fitness Systems (IFS) and is the President and CEO of FitForce, Inc., a full-service provider of Physical Readiness Solutions for the public safety community nationwide since 1993. Jay is an exercise physiologist, certified strength coach, and was a long-time use of force instructor. Prior to establishing IFS, he served as the only Director of Physical Fitness & Health Maintenance Programs for the Massachusetts Criminal Justice Training Council (POST) for eight years. During his over 30 years in the field, Jay has consulted with hundreds of public safety agencies throughout the country on training and employment issues, particularly the development and validation of tests and standards, as well as their supporting programs.

He has published dozens of articles, technical reports and book chapters. Jay was the technical adviser to the National League of Cities – Mutual, Inc. ad hoc Committee on Law Enforcement Fitness/Wellness Initiative. This same body made significant technical advice and support on CALEA standards 22.3.2 and 22.3.3. He has provided expert and material witness support to agencies in arbitration and litigation. In 2016, Jay submitted an Amicus Curiae brief to the Supreme Court of the United States pursuant to a petition before the Court. Currently, he serves on the National Tactical Officers’ Association, Physical Fitness Committee.
